Measure the fullest chest or bust with the tape level. Compare shoulder width, armhole room and shoulder-to-hem length with a top of a similar shape that fits you. The roomy silhouette is intentional. Compare the shoulder drop, chest width and hem position with an oversized top you like, rather than treating looseness as an incorrect size.
